സ്കൂൾ വിദ്യാഭ്യാസ മേഖലയിലെ പ്രധാന പദ്ധതിയായ സമഗ്ര ശിക്ഷാ പദ്ധതി 2020 ലെ ദേശീയ വിദ്യാഭ്യാസ നയവുമായി സംയോജിപ്പിച്ച് 2021-22 മുതൽ 2025-26 വരെ നീട്ടി. 2020 ലെ ദേശീയ വിദ്യാഭ്യാസ നയത്തിന്റെ ലക്ഷ്യങ്ങൾ കൈവരിക്കുന്നതിന് സംസ്ഥാനങ്ങളെയും കേന്ദ്രഭരണ പ്രദേശങ്ങളെയും സഹായിക്കുന്നതിനാണിത്. NEPയിലെ 86 ഖണ്ഡികകളിലെ ആശ്യങ്ങള് സമഗ്രശിക്ഷയില് ഉദ്ഗ്രഥിിച്ചിട്ടുണ്ട്. അവ ചുവടെ ചേര്ക്കുന്നു.

അപ്പോള് എന്താണ് പി എം ശ്രീയിലെ പ്രശ്നം?
പി എം ശ്രീ പദ്ധതി എന് ഇ പി പ്രകാരമുള്ള കരിക്കുലം പിന്തുടരണമെന്ന് ആവശ്യപ്പെടുന്നു.
എന് സി ഇ ആര് ടി കരിക്കുലമോ എന് ഇ പി അടിസ്ഥാനമാക്കി വികസിപ്പിച്ച സംസ്ഥാനകരിക്കുലമോ ആയിരിക്കണം.
ഒരു സംസ്ഥാനത്തിന്റെ കുറച്ച് വിദ്യാലയങ്ങളില് മാത്രമായി പ്രത്യേക കരിക്കുലം പ്രായോഗികമാണോ?
അല്ല. പി എം ശ്രീ പയലറ്റ് പരിപാടിയാണെന്ന് കരുതണം. സമഗ്രശിക്ഷയുടെ അടുത്ത ഘട്ടത്തില് വ്യാപിപ്പിക്കാന് ഉദ്ദേശിക്കുന്നത്. അതുമായി ബന്ധപ്പെട്ട രേഖകളില് എന് ഇ പി നടപ്പിലാക്കുക എന്നത് തന്നെയാണ് ലക്ഷ്യം എന്ന് പരാമര്ശിച്ചിട്ടുണ്ട്.തന്നെയുമല്ല 2022ല് ആരംഭിച്ച് അടുത്ത വര്ഷം തീരുന്ന പദ്ധതിയുടെ അവസാനസമയത്താണ് കേരളം ഒപ്പിടുന്നത്. പ്രത്യേക കരിക്കുലം വികസിപ്പിക്കാനുള്ള സമയമില്ല. ചെയ്യാനാകുന്നത് കേരളത്തിലെ കരിക്കുലത്തെ ദേശീയകരിക്കുലത്തേക്കാള് മികച്ചതാക്കുകയും അത് ചൂണ്ടിക്കാട്ടി കേരളത്തിന്റെ കരിക്കുലത്തിന് വേണ്ടി വാദിക്കുകയുമാണ്. താരതമ്യം ചെയ്തല്ലാതെ ഏത് കരിക്കുലമാണ് മെച്ചപ്പെട്ടത് എന്ന് എങ്ങനെ പറയും? കേന്ദ്രം നിര്ദേശിക്കുന്ന കരിക്കുലം പിന്തുടരുന്ന പല സംസ്ഥാനങ്ങളും അഖിലേന്ത്യാ നിലവാര പരീക്ഷയില് കേരളത്തെക്കാള് ബഹുദൂരം പിന്നിലുമാണ്.
ഒരു സംസ്ഥാനം പി എം ശ്രീ പദ്ധതി പ്രകാരം പണം വാങ്ങിയിട്ട് അവര് പറയുന്നത് നടപ്പിലാക്കിയില്ലെങ്കില് എന്താണ് സംഭവിക്കുക?
സംസ്ഥാനത്തെ പിരിച്ചുവിടാനൊന്നും കേന്ദ്രത്തിന് കഴിയില്ല. നിര്വഹണപുരോഗതി വിലയിരുത്തി ഫണ്ട് തടയാം. ഫണ്ട് അനുവദിച്ചാലും പല തവണകളായിട്ടാണ് തരിക. ആദ്യഗഡു ഫലപ്രദമായി വിനിയോഗിച്ചതായി തെളിവ് സഹീതം രേഖ നല്കിയാലേ അടുത്ത ഗഡു തരികയുള്ളൂ. ഉദാഹരണമായി സ്റ്റാഴ്സ് പദ്ധതിയില് 526കോടി അനുവദിച്ചെങ്കിലും ഒന്നാം ഗഡു മാത്രമാണ് അനുവദിച്ച വര്ഷം എസ് എസ് കെ കേരളയ്ക്ക് ലഭിച്ചത്. ധനവിനിയോഗ സ്റ്റേറ്റ്മെന്റ് മാര്ച്ചില് കൊടുത്തത് കാരണം അടുത്ത സാമ്പത്തിക വര്ഷത്തെ കണക്കില് പെടുത്തിയാണ് രണ്ടാം ഗഡു നല്കിയത്. അതായത് പണം വൈകിപ്പിക്കാനോ തരാതിരിക്കാനോ കേന്ദ്രത്തിന് ഒരോ ന്യായങ്ങള് കണ്ടെത്താനാകും.
എന്താണ് പരിഹാരം?
ദേശീയ സംസ്ഥാന തലങ്ങളിൽ സംഘപരിവാർ ശക്തികളെ ദുർബലപ്പെടുത്തുക എന്നതാണ്.
ഇന്ത്യ മുഴുവൻ വർഗീയവത്കരിക്കാനുള്ള നീക്കത്തെ അങ്ങനെ കാണണം.
2NEP Implementation Status കേന്ദ്രസര്ക്കാര് എല്ലാ സംസ്ഥാനങ്ങളോടും ചോദിച്ചിട്ടുണ്ട്. അവരുടെ സങ്കല്പ പ്രകാരം സമഗ്രശിക്ഷയുടെ ഫണ്ട് NEP നടപ്പിലാക്കാനുള്ളതാണ്.
ചുവടെ കൊടുത്തിരിക്കുന്ന NEP 2020 based Initiatives/ Activities ഓരോന്നിനും State response and status നല്കണം. അതായത് പി എം ശ്രീയില് മാത്രമായി NEPഇനി ഒതുങ്ങില്ല എന്ന് അര്ഥം. 31ഇനങ്ങളും വായി്ച്ച് നോക്കൂ,

കൂടുതല് ചര്ച്ച ആവശ്യമുള്ള കാര്യമാണെന്ന് ചുരുക്കം. ഇതിന് കേരളത്തിലെ ഉദ്യോഗസ്ഥര് മറുപടി കൊടുക്കുകയും ചെയ്തിട്ടുണ്ടാകാം. അല്ലെങ്കില് കൊടുക്കാതിരിക്കാം. ഫണ്ട് ലഭ്യമാകാത്ത സാഹചര്യത്തില് ഒഴിയാം. എന്നാല് ഫണ്ട് കിട്ടിയാല് ഒഴിയാനാകില്ല.
